    Beig cost conscious, I suggest that you try a mixture of half methal hydrate and half lacquer thinner. It will soften the old oil which can then be scraped off. Get the rest of it with steel wool dipped in the same solution. It's messy but shouldn't be too difficult. No other surface prep is required before applying the new finish.
