You are right. The refinisher did not know his/her business.
There are certain types of wood (maple for example) which will not accept much color from stain nor evenly. In these cases you use dyes to introduce additional color and for eveness of tone. A professional will tint the the finish with a tranparent dye. This brings out the grain and makes the finish even in appearance.
I don't know what finish is on it but I can say that it will be improved with the application of Wood Elixir
