    The dark water stain can be removed with laundry bleach. Do the entire top. Rinse quickly with water and wipe dry. The bubbles in the veneer can be reglued by injecting a small amount of carpenters glue into the bubbles with a hypodermic needle. Considerable pressure is required to hold it flat. Use clamps or weight such as bricks. Let dry, sand, stain and apply a finish.
