    There is only one way to reapply veneer. Pressure with a bonding agent. Sometimes, injecting glue thru a hypodermic needle beneath the loose veneer and then applying exteme weight is enough. The result is almost never 100% but will be an improvement. For me to give you a more diffitive answer, I would have to know how thick the veneer is and the dimentions of the 'bubbles' you refer to.
